Scope of application of the ServiRed Inter-network Rates

The inter-networks interchange rates are applicable to those transactions in which the Financial Institutions that participate, the Issuer and the Acquirer, do not belong to the same network (ServiRed, Sistema 4B, Euro 6000).


Procedure for Assigning ServiRed Inter-network Rates

The assignment of the inter-networks interchange rates is governed by the "Acuerdo Marco" ("Framework Agreement") signed last December 2, 2005, with the acceptance of the Public Administration, between the three Spanish Payment Networks (on behalf of the Financial Institutions) and the main Merchant Associations. The agreement establishes that merchants will be classified in one of three tiers based on their total volume of card transactions:

The agreement sets values of differentiated rates for credit transactions (as a percentage) and debit transactions (in euro cents per transaction).

The computation of the inter-system interchange range is carried out retroactively each quarter by the Bank of Spain on the basis of the intra-network data supplied by each of the payment network systems (Euro6000, Sistema 4B, and ServiRed).

The Agreement also stipulates that for inter-system transactions the amount of €0.03 will be added to the inter-system interchange rate determined by the Bank of Spain.
